VAFC or chipped ECU
This would be for a 94' GS-R with I/H/ITR cams/skunk2 IM/cam gears.
The reason that I ask is because I heard that the VAFC does not allow you to adjust the timing curve when you move the VTEC engagement, which I wouldn't think would be the best thing. The obvious advantage of course is the custom setting of the x-over. I really have no clue about any of this though. I was wondering which one you guys would recommend. Any help is greatly appreciated, thanks in advance.

Id say, if you are looking for all out power, get both. The only thing is with a chipped P28(Mugen, Skunk2 proggy) is that they run really rich. This kills ur gas mileage, but with the VAFC you can lean it out and get it running right. Or just get a VAFC with ur stock computer. Also, on those chipped p28s, the VTEC xover is usually around 6k, which is too high for a GSR tranny. Just my $.02, but id get the VAFC with ur stock P72.
If you chip your ECU, then do NOT get an over-the-counter chip, you need to chip for the mods YOU have. Yoshio at Japanese Automotive in Toronto can do that for you. It won't hurt to add a VAFC for some fuel fine-tuning. Also, by using that, you can give Yoshio some info on what to do for your NEXT chip!
Of course the BEST way is to go Hondata. Get a stage 2+4 and you can do some datalogging and send the log to your Hondata contact (I use Tom Payne) and he/she can bur you new chips that will really be dialed in to your own mods.

There are completely different...I would strongly consider chipping your ECU if you are getting more aggressive cams, pistons etc. though it would be worthwhile to for the ITR cams as well. Do not get a stand alone system unless you have the need. A VAFC and a chipped stock ECU aren't more than $450 if you shop around.

from experience...
If you get your ECU reprogrammed, the VAFC & chipped ECU will work just fine TOGETHER - especially, once you dyno tune everything in unison.
For instance, the Mugen program that I chip P28's with (and a whole slew of other types of B/D series ECU's), an electronic fuel controller IS actually needed in order to gain maximum power - to lean out the mixture which will make more power since this infamous Mugen program has rich fuel mapping.
Contact me if you'd like to reprogram your ECU, btw
