vacuum help?

vacuum help?
ok heres my problem i will try to be as clear as i can with it.
on my vacuum gauge when i first start the car im only reading 13in of vacuum. I do live up around 5600 feet so normal vacuum is around 17in. Now when the car warms up it goes up to 16in. Sometimes when i start my car is goes to like 20in. of vacuum.
Also my tial wastegate is set at 7psi but im only reading 5psi at full boost dont know if that will help but maybe
please help?
