vaccum help?

Default vaccum help?

i have a d15 turbo and i live up around 5600 feet. on my boost gauge at vaccum it use to normaly read about 17 on the vacuum which is normal this high above sea level. now my problem is that when i first start my car up it only goes to about 13 on the vacuum until its warmed up then it goes to about 16 at idle. I also noticed that sometimes when i first started the car is was sitting around 19 on the vacuum gauge.

now while im driving and "engine breaking" just coasting in gear it would normaly go to about 21 on the vacuum gauge. now it only goes to about 19.

what could be my problem? iv check all the main vac hoses and they all seem fine.

i know im a newb so please be kind
