Default TPS Sensor Problem Adjusting-YES its GOOD!!!

I just got my swap running and driving in my EF tonight but have a code 7 for my TPS sensor. I know the sensor is good as it came off my perfectly fine running D16A6. The problem im having is adjusting it, i put a voltmeter and such on it and at Wide Open Throttle with the key on, its only reading 3.4V and thats adjusted as high as it will go and turned as far as it will turn. If it matters the motor is a B18C GSR and its OBD1.

Has anybody else had this problem, if so what was the fix for it?

Yes the arm is in the groove correctly and all. It adjusts, and its a good tps, it was used on my D-series and it ran perfect. It has adjustment on it but just wont adjust past 3.4 V at WOT.

Disconnect the 3P connector from TPS. Turn ign on. Measure voltage yel/wht (+) and grn/wht (-). You should have 5 volts. Turn ign off. Reconnect the 3P connector. Turn ign on. Measure voltage D11 (+) and D22 (-) terminal at ECU. You should have 0.5 at full close throttle and approx 4.5 volts at wide open throttle (there should be a smooth transaction from 0.5 V to 4.5 V as you open throttle). Hope this helps.
