Default Can't get TPS minimum voltage

I'm getting code 7 for TPS sensor. I tested the TPS sensor off of the throttle body by hand using a volt meter. I have +5v across the two outside wires like I should. The sensor that came with my swap only gave 3.3v at WOT. I swapped that out for an integra LS TPS and now I get the full 5v. The problem I'm having is that I'm still getting the code because at closed throttle I only get .13v, I've tried moving the sensor around and I can't get any more than that. Any ideas?

i didnt think you checked the outside wires, just the middle one.

The outside wires are the maximum voltage 5v, the TPS acts as a poteniometer giving the output voltage .5v to 5v through the middle wire.

u gotta get .5 volts at idle/key on, i had this problem took me forever to figure out, make sure u have the tps on right, it has to go on a groove, had to put it on, then turn it about 45 degrees and u can feel it build up tension so when u let go itl slowly snap back. so it has to be in this groove to be calibrated right, took me forever and I could never get the volts to where they should be. hope this helps.

Yep wasn't in the groove correctly, I was messing around with it with the volt meter hooked up and it hit the right voltage one time so I screwed it down.
