Timming on 99 D16Y8
Have timming marks lined up but when I put timming light on, marks on pulley are not 7 degrees retarded was told I have to jump a wire or pull a fuse if that is correct which wire to jump or what fuse to pull

I don't have a D16, but for Hondas in general, you have to have the engine warmed up, & jumper the SCS connector (same plug as what you use to read CEL error codes).
When you jumper that connector (with a paperclip) it tells the ECU to quit making it's constant adjustments to spark timing.
If you have to change the spark timing, you should reset your ECU after you're done. Then start the engine without touching the gas pedal, & let it idle for something like 10 minutes without touching anything.
