Default advancing/retarding dizzy timing on b16..?

i read in my chiltons book that u have to short a wire under the passenger side dash before you change the timing... when i short the wire the car runs like **** very sputtery.. is this needed to do when changing the timing?...
also.. should i be ******* with the timing? its stock with bolt ons... vtec feels like it makes it lean out for a little from when it kicks(5100) to about 6k
any feelings on this?

basically wondering where i should set it for optimal upper rpm pull..

you put the wire to reset the ecu so it doesnt try to adjust itself. soo kept the jumper wire in there change the timing maybe turn it off then on then off and pull the jumper wire. it would lean out a little depending on how much you advance/retard the timing.
