timing question
If your cam timing is one tooth off, there's maybe enough adjustment at the distributor to set your spark timing correctly. Is that what you're asking? Or are you confusing spark timing with camshaft timing?

well my buddy checked the timing by looking at the pulley which you usually do with the timing gun but i am trying to figure out why my b16 is so slow and i was thinking maybe the belt skipped a tooth
You could probably tell that the cam timing is off by looking at the mark on the pulley. However, I don't know that you can accurately figure out how far off you are. If you checked the timing and the marks are correct, you'll need to look elsewhere.
I would pop off the valve cover and check the orientation of the cams to the crank. You could even pop off the cover on the distributor, and check to see if it's pointing at #1.
Also, make sure your VTEC is kicking in.
