Default Timing belt too loose?

so I took the cover off my belt and noticed it had some play. With the car off I can move the belt around back and forth maybe an inch or two each way. And I noticed that one day the one side of the belt was very tight and the other side was loose. I ran the car for a minute and shut it off and noticed that the other side was tight and the other side was loose. I’m being told it could just be the tensioner but would that explain why it’s tight / loose in different spot LS depending on where the belt stops

According to this video [video a], proper tension is being able to turn the belt, almost 90 degree to either side. This video at the 11:43 mark, kinda shows how to set the tension, and also states the 90 degree rule.

For future users: This thread post, and this [video c] (sort of) details where the timing belt drive pulley should be, when installing the belt, i.e. the timing belt drive pulley TDC marking matching with the oil pump pointer. Also, some people use a white paint marker to mark the old position of the timing belt on the camshaft pulley before it taking it off.

it's either a loose/bad belt tensioner or bad belt. You can replace both within an hour or two, if you know what you're doing.
