I had a similar question.
So you just make a block off plate and block off the spigot on the bottom?
And what about the coolant on a B16A1 TB, is it safe to do this?

So, just join the two hoses and have the coolant flowing straight from the spigot on the head to the IACV?

What year B16 throttle body is that? I think all you have to do on those is just plug the spigots up. 95 GSR throttle bodies have a Idle Controll Thing underneath the throttle body that needs to be plugged up. From your picture, i can tell that you don't have the idle thing.
That pic is a CRX Si throttle body, and the block off plate is not needed on that one. You can bypass the coolant just like your pic though, I just use a single long piece of hose and toss the two short ones.
The block off plate is for the FITV type throttle bodies.
