Default TDC sensor issues with balance shift dlete

Alright so the stock motor in my '99 prelude threw a rod so i bought a rebuilt short block and had it put in.

The oil pump was switched over from the old block to the new one with the TDC and CKP sensors on it.

The problem is the block i bought has a Kaizen Speed balance shaft delete and apparently the TDC sensor reads the balance shaft pulley on an obd2. Now the engine will not rev over 3000rpm.

Should i switch to obd1 so the TDC sensor will be on the distributor?

What all would i need to switch over?

is there any other workaround?

Or you could put your OBD2 balance shaft pulley on the crank so that the TDC sensor can read it.
