Default smog obd0 to 0bd1

The car is an 89' civic DX hb. It has a jdm B16A. It is running on a p28 with
full obd1 conv. Conv harness is JDMShit, p28 is stock, has dc jdm header w 2.5
collector, 2.5 hiflo carsound cat, b series injectors (no resistor box), new dist. cap
and rotor, new aem short ram. timing for some reason set at 19 btdc. Passed all
visuals only need to pass sniffer here are scans of the two attempts. Thanks in
advance. after first attempt used sea foam and added new ngk spark plugs. during second attempt ref told my brother felt like it had a misfire.

Good god.. They look under your hood to make sure everything is right in CA.. That sucks.. Since your failing the idle test maybe your running to rich/lean at idle but running correctly when cruzing..

Retard the timing a few degrees and bump the idle up to just under 1000 RPM. Make sure the cat is warm and disconnect the fan if the ref will let you. PM me for more info. When I lived in CA I worked @ a smog shop and we got many swapped cars ready for the ref so that they could pass legally.

I was going to say raise the idle to 1075 and also retard the timing 3 deg. Out here the max rpm for idle test is 1100. I failed at 750. Idle was raised to 1075 and it passed. Fuel pressure at 42 psi (idle), b16a, and oem cat from 88 dx.

Alot of the ref's and smog tech's will hassle you if the idle is over 1k. Most of them go by whats on the smog plate under the hood. 750+/- 150 I think?

And wouldn't you want to advance the timing, to start the combustion sooner? Thats what I did when I had to pass my cars.

Man I'm glad I don't live in CA...

did you give it a tune up before you took it down there? not sure if hi flo cats are good? what is your fuel pressure? if it indeed has a mis then that will cause a rich condition. maybe injectors are bad...
