It did evantually seep down into the exhaust port. Took a LOT longer then before I cleaned it though. Not sure if that is acceptable or not.

As for the rings, I did put oil in the other ones and all 4 cylinders rose the same amount when you added oil, so I think the oil problem is the valve.

My guess is still the valve. Cleaning probably just plugged the hole temporarily.
Hard to say without being there
None of the other valves leaked at all, right?

I let it dry out and poured gas in again and it all drained out through the valves within 10-15 minutes. Definately just the one valve, none of the others leaked. Is this something that a napa machine shop can take care off. How hard of process is regrinding it?

Hard part might be to convince the machine shop to do just the one valve. Shouldn't take very long.
