Default Problem checking CEL codes.. HELP!

I've got a 1993 Civic cx w/a B16a II motor in it, and im having a problem with it redlining @ 3k rpms.

The CEL is on, so i tryed checking the codes. I found what appears to be the little blue plug that needs to be jumped in order for the CEL to flash, and i jumped it. I turned the key into the ON position, and the CEL doesnt flash! So i was thinking maybe that meant a code 0 and that the ecu was bad, so i plugged in the CX ecu, and the same thing happened. Is there any other way to jump the ecu so i can get the CEL to flash? I followed this write up http://www.c-speedracing.com/faq/06.php

What procedure do you use to check your OBD-1 CEL?

make sure that you are putting in the jumper wire correctly. then the cel light should blink

I made sure the wire was hitting the contacts on each side, but still no blink.
