Default Problem with car surging, please help!

Ok, 94 ls, chipped ecu, fpr, i/h/e in eg.
Now, I have a kinda suge or sluggish condition when I am only the highway cruising. Will usually happen when I keep a constant speed by not giving or letting off the gas pedal. I will feel it surge a bit, kinda like the ecu is retarding the motor. I look at my pos autometer a/f and it goes full tilt rich. If I blip the throttle is goes away almost instantaneously and the a/f flips back and forth in a weird kinda way.
I have no idea what this is. I checked all vacuum lines, rechecked my fuel pressure, plugs look good, didnt check plug wires though, cap and rotor look good and have maybe 4k on them. Recently replaced the fuel filter and the ignitor. The only problem that I am aware of is my main relay is doing the "I dont wanna turn on the fuel pump in hot wheather" sometimes. But I dont see why this would be the culprit, or could it be? For some reason I am thinking sticky injector, or worse yet a sticky valve guide, or maybe a malfunctioning ecu.
PLEASE HELP!!!!!

i wish I could help you, but I have a similar condition with my 88 accord lxi, so if someone here knows, I'd appreciate it as well
