Default P0133 headache

started throwing this code after i turbo charged my 99 Si. everytime i reset it it comes back around 2-3 hours later. the 02 sensor looked and worked perfectly fine before installing so im assuming its the ecu.i read that there was a honda service bullitin that said that if your engine was throwing this code and your car was under 80000 miles that they would replace the ecu for you. however when i called they dealership they said that a service bullitin did not mean that they would replace it free of charge and kept trying to talk me into getting a $100 diagnostic. so i said screw that. has anyone had this problem before? what did you do

I work at a honda dealer, the new ecu would be free as long as the ecu is the problem. They need to charge you a diag fee just in case the ecu is not the problem. Who is gonna pay me (the tech) if it is not warranty, I get paid per job, if it is warranty then honda will likely cover the diag.
