Default ls vtec running lean?? why

its in a 89 hatch . obd0 using a jdm b16 ecu. we have tried everything. ignition timing is set and we have tried different fuel pressures too. right now its set at 40 psi at idle. its also being fed by a 255 lph fuel pump. we replaced fuel filter and plugs and o2 sensor. but on the air fuel gauge it no longer even goes back and fourth at idle it just goes from somewhat stoich to lean and stays lean. and stays lean when driving too, plugs look whitish in color.it seems to have a slight bog too when just quickly tapping the throttle .then it revs up. any ideas?

THE B16 ECU IS MEANT TO RUN A 1.6L ENGINE NOT A MODIFYED 1.8L DID YOU CHIP THE ECU???

its my friends car . and no he didnt. but he had the same problem when he was running a normal b16 too.
