Default Running lean not enough fuel

My b16 engine is running lean. The spark plugs have pieces of white stuff from detination and are not getting enough fuel. The car stutters sometimes like it is going to stall and like it doesn't have a lot of power and other times it is fine. I have a vtec controller thinking that maybe the air/fuel ratio might not be set right however when I unplugged it the engine light was still on and the car still suffered from this problem. What could be some possibilities as to why the car is running lean? Could it be the O2 sensor? By the way the vtec does still engage. Thanks.

what are you running in the b16 stock or do you have other things in there..
