make sure you have coolant flowing to the iacv,

if that no work, adjust the idle screw on the throttle body with a flat head screwdriver

I had a similar problem on my ls/vtec. My problem was, i took my throttle body off and cleaned it. Then I went to a Honda dealership for the TB gasket but when I put it on my car started idling at like 2 grand. So I sprayed carbruetor cleaner all around the TB and found out that it was sucking air. So I took the TB back off and went to a different dealer and they told me that I had the wrong gasket. So I changed the gasket and problem went away. So if you have not checked the you might want to.
