IACV Problems

IACV Problems
Setup is a B18C1, chipped P28.
The car won't idle without touching the gas pedal- it just dies if I take my foot off the gas. Predictably it shows a code 14 (IACV).
I checked the IACV- it shows 11.3 ohms and does click when connected/disconnected so it seems to be alright.
Any ideas?
