Default idle problem?

I put a new TPS sensor because i was getting code 7. the car ran fine before this.
Anyway changed the TPS sensor, calibrated it. cleaned FITV, and reset the ECU
Chipped P28 through H22a4 swap.....

The car lopes on idle, also when you start the car it idles at 2000 then for a second drops to 500rpm, goes right back up and does the same everytime you give it gas and let off.

Any ideas? MIL Is still on. looking for other suggestions.

I probed it, not sure if im not probing it right but if I am, im getting a code 10 for iat, which looks the same as when you turn the key on???
anyways.. Would a iat sensor issue cause this??

i give the car light gas and the rpm will jump between 2900/900 back and forth for aslong as i hold the gas down, has just a tempermental light throttle and idle...?
