Yes they are a wear item. What do you plan on doing? They lighten up the valvetrain for increased rev range. Usually ITR retainers are fine.

Im puttin in CTR cams and skunk2 valve springs in a B16 head, Itr manifold, on a gsr block with JDM B16 pistons. Chipped ecu with 9600 rev limit. Just wondering if i should go ahead and drop em in while everything is apart

Good lord man are you nuts? Those cams barely make power up to 9,000rpm. What is the world do you wanna put a 9600rpm limit on there for? Assuming most take their motor right up to the rev limiter.

if you wana rev that high safely, of course you will need

ti retainers,
portflow inner/outer valve springs
lighter valves
ferrea keepers
balanced bottom end
maybe block girdle

9600 rpm is really high

you shoulld never need to go there if, if you mis shifted, then that would be a case where it could happen

TODA valve springs and if you must Portflow ti retainers. ITR valves or any forged valves would be nice too while you are at it. You could run flat ones for a few tenths more comp. Those B's comp. You can take that set up to 9600 and the valvetrain could see 10K. I'd be more worried about your bottom end once you are that high. Yes it's a B16, but still balence, blueprint, knifedge while you are there and shot peened rods would be nice. Or you could just get the Toda bottom end.
