High Resistance in grounds/Continuity between power and ground...
after thinking about what you said FCM I dont think you can read a load until its a closed circuit. The coils arent active (the cicuit isnt complet) until a ground signal is sent. Therefor the readings that I'm getting shouldnt be from the relay its self.
you are getting 45 ohms or 45k ohms on your ground wires to the block w/ the ignition in the on position then .5 ohms w/ ign. off.. and without the power window relay in... have you tried to run the car w/o the power window relay ?
I'm getting anywhere from 55-45Ohms with the ingnition on, relay in. .5 ohms on all my grounds with ignition off. My little boy was sick this past week couldnt get in the shop much, but I picked up a new fuse box and relay. I'll install those (probably wont be the problem) and trace down the open wire.
