Default HELP!! searched and still stuck!

heres the deal. i swapped a first gen b16a in to my 92 DA integra. converted it to obd1 and got all the wiring done. runs great, i am using a jdm p30. well the problem i am having is that my vtec is not engaging and my car is redlining at about 7200 rpms. i do have a CEL 41 (o2 heater circuit) now i have come across many many mixed responses about this cel. all i want to know is if in fact this CEL 41 does affect vtec engaement? i am trying to fix this problem and gone thru all trouible shooting steps such as oil level, proper operating temp, vss, vtec solenoid ect. now either i got a **** ecu (bought on HT) or this CEL is causing me to run "open loop" or "safe mode" dis-engaging vtec and causing the early redline(from what i have read)

any help is totally appreciated thanks!
