governments and car modifications???
hey,
i always wonted to know how governments in different parts of the world deal with car modifications.
here in germany you modify the car how you like
then you have to take it in for government inspection to register the upgrades
then you get all the paperwork and it's all good
now i heared in New Zeeland it's simmilar. but while in Germany you get all the papers in NZ you get an official plate where everything is documented
and it looks like this:

"1976 RX808 model.... you can see the face conversion has been registered as well as the chassis upgrades to house the rotory engine.... and he is running 7X13 inch rims...."
How government deals with it in California or other parts of the US?
and also in other countries?

Yea in MS they just check your headlights, high beams, wipers, horn, turn signals, tail and brake lights, reverse lights, and that's about it. Almost any service shop can do it, and it costs 5 bucks for a sticker.
Although I've had a couple people tell me my "blue headlights" were illegal when they're really OEM HID, just a little color-shifted due to age.

yea Memphis doesn't either, but up there you have to get a full inspection including emissions testing in order to register the car. In MS registration and inspection are both required, but both are pretty much independent.
California has strict emissions laws but you could have no brakes and bald tires for ten years and they would never know. I always thought that was kind of stupid.

Over here its quite strict (however they say it should change in september this year).
Pre 1979 - exempt from emissions
1979-1987 - Basically CO 3.5% and HC 1000ppm, no restrictions for turbocharging
1987-1992 - CO 2.5% and HC 600ppm, turbocharging only if your car doent have a cat and when you turbo, you have to install a cat. If your car is low emissions (cat) vehicle, no turbo for your.
1992 -> - No aftermarket turbocharging, unless fitting an engine from a factory turbocharged car.
Engine can have 20% more power, than the most powerful engine from that series, so no 600whp civics, etc here. Engine size can be increased 20% of the biggest engine from the series. Brakes and suspension have to match the most powerful version from the series.
Lowering is max 51mm, however the lowest point of the car can be minimum of 8cm from the ground. (they flex on this). Max wheel increase is 2"... they flex on this too. Car can be widened 30mm.
No tinting on front windows. No tinting of taillights. Exhaust noise can be max 85db. No HID conversions with chinese kits.
Everything is under the consideration of the inspector doing it... if he doesnt like it, you're s##t out of luck...

that sounds bad too 
here in Germany it's the same with the inspectors
if they don't like it and you don't have a technical report for a part you've to try it @ the next inspector...
