Default FMU...........Fuel pressure too high.

Ok I have a Jackson FMU and it is 12:1. Why can I not set the fuel pressure at anything lower than 54 pounds? I have a 255 walbro in-tank, and an aem fuel rail. I will be getting rc 550 cc injectors by the end of the week and was told that I could eliminate the FMU after the injectors and that would probably solve my problem. But how can I lower the fuel pressure. Car keeps hesitating horribly at anything less than full throttle. Or does anyone have any other suggestions as to what it would be? And I kinda need to keep it off of the floor since motor only has 53 miles on it with a Jackson at 15 pounds. Thanks in advance.
