is exhaust measured from the inside or outside?

is exhaust measured from the inside or outside?
seems most stock integra exhaust is around 2" and itr is 2.25". are these measurements taken from the outside diameter or inside diameter?

well i thought i was but im not too sure now.
gibsanez i understand what you are saying about od's changing with schedule. pvc 4" pipe has a different od than galvanized pipe. at work we measure always to the id. thats why im asking about honda piping in paticular. if i go by the od, 2" will become closer to 2.25.
