Default ect sensor causing low rpm starts?

i have this problem with my teg where my rpms would start at 200-300 rpms when the engine is warm. Ive been told it is the ect sensor. Can anyone confirm this and where is this sensor located on my b18b1 engine?

the engine cranks normal, there are no CELS, and car always starts up. If it isnt this sensor what could it be?
