Coolant Overflow Nipple
Since it's only the overflow (no pressure involved), I would think a glue specifically for plastics might work OK. Just be sure to get a good seal so the rad doesn't suck air when the liquid cools down.
i used some kind of epoxy for plastic... so far its working ok. not leaking or anything. just gotta see how it does for a long drive. hopefully everything will be ok.

The overflow nipple directs the coolant that escapes from under the radiator cap into the overflow bottle when the system pressure and coolant expansion is high enough. When the system cools enough, the contraction of the coolant creates a vacuum and sucks the excess back into the system. The only critical part about glueing is to make sure there are no pinhole leaks.

Superglue works well if you clean both pieces real good.
