My car has been throwing code 13 for the past week. It happens like every other day or so. I know it is the barometric pressure sensor ciruit, but what is that?

My second code is 45. That is to rich/lean. I just installed RC 310 injectors and have a V-AFC to control them. I used the A/F gauge to adjust them at WOT so the gauge reads about where it was before i installed the injectors. I wasn't sure what to do with the partial throttle setting so i have had them set at -5 to -25. Nothing seems to work. No matter where i set the V-AFC i can't keep code 45 from coming back.

I drive a 99 Civic Si and it has OBD2. Any help or segestions would be great! Thanks in advance!
