cluster lights not working?

Default cluster lights not working?

This is a 92 civic four door. Can it be the dimmer switch? I checked all fuse's and they arent blown. Everything else inside the car works fine.

All the turn signals, cel, hazard, high beam, guages, etc work fine except the cluster lights. Also when my headlights are in the off position the light indicator (D1 D2 D3 R N, etc...) will light up but when I turn on my lights they won't light up.

Pull the "Dash Lights Brightness Controller" switch, [dimmer switch] and test for power on the red/black lead, [illumination power when park/head lights are on].
If there is power on the red/black, unplug the DLBC switch and use a jumper wire to connect the red lead and the black lead, if dash lights work, [full brightness] replace the DLBC switch.
The illumination lights, [dash lights] brightness is controlled by how much ground they get, the DLBC switch controls that ground, 12V power goes directly to the dash lights, [red/black] and the ground is supplied by the DLBC switch, [red] black lead is ground into the DLBC switch, jump the black and red for a full ground directly to dash lights. 94
