Default chipping p75

i noticed after looking at my p75 and my brother p28 that the r52(correct me if im wrong) is outside the dotted line. so does that mean i do not need to add a capacitor to that? all i would really need is one resistor, one capacitor, one chip and eprom and the jumper wire right? any help would be appreciated. i would ask on pgmfi but responses aren't quick enough
