Default Cementing a block.

So I recently took a trip down to an shop, and heard that hes has been doing this for years. Apparently filling the sleeves with concrete up to the water passage holes, to help hold the sleeves in place. Now I know people have heard of JBR down here in south florida. The simplist explanation he gave me was this... " well what do you think we used to do for high boost applications before darton/aebs were big import sleeve makers." I was seriously shocked when I peered into a block of his and sure enough there was concrete/cement in there.

So my question is are there any old builders in here who have heard of have used this method? I have a few questions about heat build up and its effect on the concrete that is in it.

I use only the finest duct tape

j/p but seriously that sounds ghetto. I thought cement would stretch and crack under temps like that... cement already stretches just from the heat of the sun beating down

yeah i heard old v8 doing it, and some import guys doing also..... not filling it up all the way though only about 1/4 to 1/2 half of the water jackets..... but i wouldn't doubt he used that method....
