1 check engine light
2. its a led light that will blink in a certain amout of time to show you what is the reason the light is on. you can check a manuel to see what the amount of blinks corresponds to.
3.it should be off.
you must have a 96 or up car, when you have a test pipe the CEL will go on for a secondary oxygen sensor you sould get a free flowing cat (they suck) if you want the light to go away and to get a misley amount of power.

On my car when i put on a "high-flow" cat...I could REALLY feel the difference. The car wouldnt pull as good...and was MUCH MUCH less responsive. After taking it off I could notice the increase in pull and the responsiveness. But I have a stock muffler thats probably why...On a car with not so resitrictive exhaust...taking out the cat wont help much..as you will lose MOST of your backpressure. In my case..I lost a little bit..but not all...cause the stock muffler is restrictive.
Somebody here said that hondas dont run in "limp" mode when your CEL is on for a test pipe. In either case..If you are OBD2 and were to get a test pipe..get one that has an O2 sensor "hole" so you can put your O2 sensor in so you wont get the CEL..or run in "limp" mode (again dunno if hondas run in limp mode)
Just putting the second O2 sensor behind the test pipe will still give you a CEL. The ECU uses the second sensor to monitor the job the cat is doing. A test pipe will of course not clean up the exhaust.
Depending on the cause for a CEL, the ECU will revert to a programmed fuel map.
