Default CEL 61 in 2000 GSR

I got a CEL 61 today while driving around. C-speed lists the CEL 61 as the following...

"Oxygen Sensor, Heated - Sensor 1 (Primary) high voltage, low voltage, or slow response"

I just replaced the O2 sensor with a used one from Sohfast about a month ago because I ruined my last one using leaded racing gas.
Has anybody ever gotten this CEL code before and if so how did you fix it? The new O2 sensor can't be bad already, can it?
Oh, also before the CEL came on, the car used to have a surging idle sometimes when it's cold. Also when the car was warmed up the idle would be at about 900 rpm for a few seconds and then drop down to 400 rpm and stay there.

anybody? the light went off but i still pull a code 61 and I have no idea what to do

Clear your ECU and see if it comes back.

The O2 could be on its way out.
