car idle funny

my setup is stock b16head on gsr block with jdm itr pistons...i just not converted to obd-1 with a harness and using a mugen chipped p28. after i start the car and after i warm it up my idle bounces between 1 and 1.5 rpms...what could be the problem?

Check and see if you have any vacuum leaks.
