Default Cannot get VTEC to work, not your average "how do i wire vtec" question.. HELP!

Ok guys, the story is i just got done swapping a 94 d16z6 into my 91 EF hatch. Ive got it running great, no codes, with the exception that i cannot get VTEC to engage.

I am currently still OBD0. I have a chipped PM6 ecu which i have made several different maps for, and have a .bin that is very close to the p28 maps. So the fuel is being increased and timing advanced for VTEC.

I have been trying to activate via a pushswitch, but cannot seem to get it to engage. The selenoid does click though. I took the entire selenoid/oil pressure switch apart and cleaned it, the screens were clean and there were no obstructions of the oil pathways.

The selenoid is also getting oil.. the head has been changed , but afaik it is a d16z6 head. The reason why i say it IS getting oil is people had mentioned it having an incorrect head gasket or a oil squirter plug, but there is oil getting to the selenoid.

The oil in the car is fresh, it has maybe 30-40miles on it.

I am pretty much stumped as to why i cannot get vtec to engage!

Also, before anyone makes a comment.. the pushbutton is only temporary until my VAFC gets here.
