Default Brake conversion on 93 interga help!!!

Ok i have a small problem with my brakes i got a car last week from a guy and he said the car was ABS and he switched it over to non- ABS for space of a turbo kit.

Ok my problem is that the car was replaced with new rotors, pads,proportioning valve, lines, brake lines and calipers. But when i drive the car for about 15 to 20 mins the car will slow down on it own and the brake pedal feels real hard like it does not want to go down.

Do i have to change the brake booster to a non ABS because he said he didn't change it to non ABS and if i do are the booster the same in anyway or different.

I was told to check the push rod and make sure the porportioning valve lines are in the right place..
