Default Bad Vtec solenoid?

Can a Vtec Solenoid click and still be bad? The problem im having on an H series motor using s200, Vtec wont engage it is getting 12v to the connector to the solenoid and clicking but nothing. I tried engaging it with a switch still nothing. Pulled it apart nothing in the screen very clean. I then ran an oil line from the back of the block at the oil sending unit to the vtec pressure switch hole (pressure is switch disabled in hondata.
Any help appreciated
