Default b18c1 conversion

i have a 95 b18c1 conversion done in my 99 honda hb the problem is that my car revs about 1000 rpm higher then what it should. for instance on the highway at 120 kms my car is sitting at 400rpms rather then the 2500 or 3000 it should be. on top of that the vtec comes on at 6500 instead of 5500 the ecu is from a 95 b18c1 i bought it all as a kit. can anyone plz help me discover what the problem is? i have had two different theories one being that the clutch is slipping and its time for a new one. others are saying that the computer has been flashed. if it has been flashed, how do i find out and fix it without buying a new ecu? any information would be greatly appreciated and plz email me at k_mandlx@hotmail.com

The highway RPM could be from a shorter geared transmission.

Also the stock tachometers are known for being inaccurate, you might be hearing your butteryflys and thinking it's B-tak.

What ecu are you using? Is it an unmodified P72?
