Default B18B1 not running right!

I have a B18B1 mates to a B16 trans in my 92 eg hatch. I also have a chipped obd1 ECU with a stock LS basemap on it. When downshifting and accelerating, it doesn't want to go anywhere. Almost like it bogs pretty bad. Downshifting into 4th on the highway doesn't make it pick up speed at all. Pretty much feels like all of the power is way down low in the powerband and absolutely none up top. My brother's LS in his teg runs and pulls way harder than mine even with my b16 trans. No check engine but it does come on at full throttle for TPS for some odd reason. The TPS is calibrated correctly.

I took it to the track one night and ran it on the 1/8th mile. It ran an 11.6. My single cam d15b vtec ran better than that when I had it. It ran an 11.2.
What is going on here?

What is the fuel pressure at high RPM?
Have you checked both mechanical and electrical timing?
How is the spark?
Use an HEI spark tester to check quality of the spark.
Have you checked the cat?
A clogged, [clogging up] cat will result in poor performance, pull the cat and install a test pipe to test.

All I can think of without more info. 94.

I don't have anything to check the fuel pressure, but I failed to mention around my fuel rail somewhere. There is a small leak as I can smell gas inside the car at random times. I've looked but haven't been able to find where it's coming from. The smell lingers around the rail so I know that's where it's coming from. Don't know if that's enough leaking to cause it to run and pull so bad.

I have basic timing gun. I just don't know where the white mark has to light up as the timing cover is completely gone.

And as for the cat, I don't think it has one but I will check when I get home and edit this post.

When I lay the phone down, I downshift into 4th and full throttle. As you can tell, it goes no where.

Sounds like a problem with a leaking FPR, [ripped diagram] remove vac line from the FPR and see if there is fuel in it. 94
