i do all of mine to 67-68ft/lbs
call arp and they will tell you 67ft/lbs
1st step I do it to 33ft/lbs
I dont do 3 steps, just 2
70 will work also
I noticed that the new ARP head studs have a allen key on top so u dont have to double nut the arps anymore too, really sweet stuff.
DONT use a 3/8" drive

well for 33ft/lbs 3/8th deep is fine, just dont use a regular 3/8ths because it doesnt cover the nut all the way, also at 68 ft/lbs 3/8ths can break. With a 1/2" drive torque wrench the handle is alot longer giving you more torque to tighten the head studs with less effort giving more acurate torque #'s
Thats imo Im sure u can take a 3/8th drive with a deep well'd 1/2" 12point socket and be fine

So do you torque the studs into the block at 67lbs, THEN torque the nuts onto the head at 67lbs too??? Or do you seat the studs into the block at 15lbs, then torque the nuts onto the head at 67lbs??
seat the studs finger tight only make sure they need zero force to seat otherwise tap the threads, make sure the the threads are precleaned and well oiled/assembly lube.... sequence is the same as honda manual.
think its:
7-3-1-5-9
8-4-2-6-10
