advice on b16a tb/tps

i cant seem to get the swapped tps to reach 5v at WOT. the best i can get is 3.6v
its installed properly, it is used, but these TPS are tuff to come by.
i REALLY want the CEL to go off, and to not run so rich.
i do have a field vtec controller with the fuel/air controller, should i lean it way out at high rpms???
ive been thinking about getting a aftermarket TB and i wonder, do they come w/TPS????

Most aftermarket TB's require the use of the stock sensors.
Your TPS should read about 4.5 volts at WOT. Have you tried checking the throttle cable to make sure it's allowing the throttle plate to fully open?

it seems to run pretty rich.
ive even modified the TPS by dremelling out the hole so i could turn it further
i got those voltages from opening the throttle with my hands
