Could I have the wrong TPS?
I bought a new tps and stupidly binned the old one as it was damaged.
I've fitted the new one and seems to be correct however i'm adjusting it to the correct voltage .45 closed and 5 open. I have to turn the TPS beyond the screw holes to get it to read .45. If bolted on it reads way below .45. The TPS reads .02 if its fully closed.
Are there multiple types of TPS for the B16A? Or does the throttle need to be adjusted as well? If i open the throttle a few degree's i can get the TPS to read .45 and the bolt holes to match up.

Are you making sure the plastic "prong" of the TPS is going between the brass "prongs" of the TB

remember the idea is to get the tps within those grooves, so what if the bolt hole dont line up at first, you can turn the sensor to match the bolt holes after
tb gaskets are pretty cheap, you can save the gasket with a razor
