Manifold or Wastegate causing creep?

I am running a drag manifold with a deltagate. I am having some boost spiking issues well running open downpipe. I am looking for a cheap fix. you think its the manifold causing this or the WG or both?

If you want to run open DP or a large exhaust, chances are you'll creep. If you dont mind taking the mani off, port the SOB out.
