Why is the vacuum so low?!

i have a 1995 integra ls with a t3/t4 turbo. i am currently running it on a stock block but i am having one built by spark racing. the piston rings are shot and i am getting A LOT of blow by. my problem is that i noticed that the vacuum is at -15 mm/hg. i always thought that it should be at -20 at idle. correct me if i'm wrong. i've went over every single vacuum hose and see now leak. does anyone have any ideas?

That has to do with the timing being off you get that alot on some cars with thick headgasket you just have to make some adjustments
