I haven't actually driven my new FI car yet bc of the SNOW, just idling in the garage...
anyway are my vacuum numbers right?
at idle (~600-700) it is at about 16-17. then i rev engine it jumps to 0, then when i left off gas it goes down to 20, then levels out a second later to 16-17 again.
the motor is stock gsr and the turbo is t3/60-1 if it makes a dif, autometer phantom boost gauge....

You should be closer to 21" to 22" Hg of vacuum at idle, assuming your cam timing hasn't been changed or screwed up, or if you're running big lobes.
It's not a huge leak tho if it is a leak.

Vacuume occurs when the piston goes down on intake stroke. The reason your vacume goes up right after you rev it is because your throttle plate closses and the engine is at higher rpm,the same reason your vacume is high on deceleration there load on the engine. If thats not clear to you get a straw suck on it with your finger covering the tip, now you have vacuum. now suck without your finger on the tip, now you hve no vacuum. Okay now blow in the straw now your a human turbo
