Default all noise no go, please help

could any one help with my problem

ive got a civic ivt (sir) its a 1991, with a b16a1 motor, but its lacking performance. the car hits vtec but doesnt go any faster, tried a new distributor, new cams and rockers, new solenoid and lost motion assembly pins, but im stillstruggling to get any performance out the car, the cam timing is spot on, the oil ways in the head are not clogged
i pretty sure the cars hitting vtec cos of the change in engine note, but i cant get much above 85 mph.
could the timing not be advancing, when the vtec opens??
does any one have any suggestions that it could be,
thanks for taking the time to read my post...Deljoy

when you replaced the V-tec solenoid did you replace the pressure switch too? Or did you re-use the old one?

do a compression check on him to see if hes healthy. if they are low then you have your answer that hes tired and dosent have much left to give. now if they are all good numbers than i would be looking at timing again, maybe firing order

Is the cat plugged?
How about the check engine light, is it on?
How old is your air filter? It could be clogged with dirt, hindering performance.
Did you replace the fuel filter when you replaced the lines?
Another idea is that the filter (screen) on the pickup for the fuel pump could be partially blocked by dirt.
