i have already taken it apart and cleaned it. use some break cleaner let it dry for 2 hours and hit it with a lil of compressed air. i installed it and the idle just sits at 2 k now

When you cover up the throttle body holes, what does the idle come down to? If it comes to down to a 'normal' operating range, like 750rpm, you have a vacuum leak. When you disable the idling subsystems, like the IACV and FITV (if you have it), the only air that should bypass the throttle plate is by way of the idle air bypass screw. This screw should only let enough air into the manifold to sustain about a 500rpm idle, termed the base idle speed. By plugging in the IACV, the idle should increase to about 750rpm, termed the curb idle speed. This is for 2-wire IACV's however as the 3-wire version operates totally different.

vacuum leak will make the idle surge (goes up and down). I think you need to replace that unit. But it should be fine to run it unplugged, since it is warm outside. Try to reset the ecu after you unplug it, because the HELM says to troublshoot it this way.

The idle isnt really surging at all. it just pops up and sits at 2 grand and very slowly works its way down to 1500 and it stays there til i stop again or push in the clutch
