Default Fast Idle Valve Question

Ok I did a search but none of the posts I found were specific enough to answer 3 questions. Im talking about the cover plate on the back of the TB that has two screws you remove and theres a little plunger thing in there that moves freely either way to the right and left. I dont see a screw in there at all.

First Question:

Should that little plunger thing be tightened down all the way one way or the other?

Second Question:

Does that have anything to do with your warm idle, or only cold idle?

Third Question:

On the normal idle screw on the top of your TB fill in the blank with increases or decreases

When I tighten the idle screw down/in my idle ________

When I loosen the idle screw out my idle __________

Sorry for such newbie questions im just trying to find the cause for my idle being too low and dropping out still and I tried messing with the normal idle screw and ive tightened it down all the way and loosened it all the way and it never changes the warm idle up or down

This was my thread before on the issue, checked coolant too, just need the above questions answered

Thanks in advance for puttin up with me and helpin a fellow sol owner out!

Your problem sounds like a timing belt issue, or other timing system component. Throwin' any codes?

no codes, timing belt was installed and has been rechecked twice by my shop, and i know they know what they're doing, most recent code was a TPS sensor code and I replaced the sensor and everything is all good again except idle

I would suggest either Tightening down your Fast Idle valve all the way (spin the plunger in there CW all the way, they back themselves out like that over time,) and next, I would try swapping your O2 with a known good one before buying one. Make sure your map sensor is working too.
